If you select LAN or Internet, you are creating a dedicated server (this means you are not a client and thus you don't actually play the game with this program instance).
If you just go into the game normally, you are creating a listen server. Anyone can very VERY easily join your game as long as your router isn't blocking the program. If it is, it's just a matter of logging into your router and either [a] forwarding the port needed or [b] enabling Dragon Ball Z for your computer (which exposes all ports)
