I think he didn't truly change from his evil ways until the Buu saga when he sacrificed himself to lipid Buu; prior to that, he was always aiming to show off his power, or trying continuously to surpass Goku, which ended up causing lots of trouble for the Z-Fighters for quite a bit.

Vegeta had pride, which Goku respected, but the fact that Vegeta was overzealous and overconfident in his abilities that he could not match Goku's power. He normally relied on his inheritance, and hadn't really trained much until after Frieza was thought to have been killed.

One thing that made me understand why Vegeta wasn't able to match Goku's abilities was this. Vegeta realized somewhere in the series that Goku fought with the goal of not losing, while he himself fought to win victory over an opponent, which generally means either kill them, or shame them to the point of no longer wishing to fight.

At the peak of the battle between Goku and Frieza, Goku said that there was no longer any point of fighting the tyrant any longer, that he lost any and every ounce of pride in his abilities. Of course, that was Goku's Super Saiyan state affecting his mind.

Normally, Goku would fight until he know he won't be defeated, but when he first turned Super Saiyan, he fought until Frieza lost control of his sanity and his confidence, making the fight look one-sided, which is not entertaining to Goku.

Vegeta on the other hand, had fought to kill any strong opponents, and doing that would not allow that opponent to get strong enough to be a bigger challenge, making Vegeta lose competition. In addition to this, he continually lost his pride against Goku, because he never stood a chance after the Saiyan Saga.
