While that is a possibility, they did not know who Paragus was until he introduced himself. Yet they were in the normal state even before that. You are basing your assumptions on the fact that you know the plot of the movie. But you forget to take in to account that Goku didn't know it..
My assumptions aren't based on the contents of the movie. Even if Paragus had not yet introduced himself, there's nothing to say that his arrival (in terms of energy signature) was not sensed off-screen and given mild preparation for.

That depends. How are you gauging their "full power" in this case by comparison?
