I *think* the videos you've seen is a result of people modifying their own games to allow their beams to be controlled. I also think if you modified your own game, it wouldn't work/wouldn't be able to connect to servers with the un-modified version (someone correct me if I'm wrong  )
Piccolo's beam can be controlled currently, but from what I know, the next release of the game will allow some form of guided beams.. I think. Again, someone correct me if I'm wrong
