A Forum can be made for free. Just Google for Free Forum.
Definition of Domain, it costs money by the way if you want it .com or anything else,

The thing is, the domain and server sure cost money. I don't know if the site cost money or if it uses free PHP scripts. But because Brad IS a web developer, I guess the site shouldn't have cost money. *intense laughter*

ZEQ2-lite's blog is a basic Wordpress installation.
ZEQ2's/ZEQ2-lite's forum is heavily modified phpBB2.
