Is it possible to force to go trough every tier one at a time and not go directly to the last one even if you have enough Power Level for the last one?

look the transform requirement in tier.cfg.. how much aura he need to transform....
you can also don't touch because is already good..
if you are in the max power 32000 is normal that he go to Super Saiyan 3.. for see the Kaioken press F+W when his power is 2000 or 1500 not 30000 ....
just play with the power level ingame..

Which revision are you using, the stable revision? The most recent development build has this feature on by default for all characters, as far as I can recall...
In fact, I don't think there's a setting in the tier configuration to turn the feature off.
Although, if you still wish to skip over tiers, once you reach a 3rd or 4th tier you can skip the ones before it by using your transform button [F] and pressing one of your numeral keys corresponding to that tier's number. For example, once Goku reaches Super Saiyan 2, he can skip over Kaioken and Super Saiyan by pressing F and 4 and he'll go directly to that tier(and go through the first time transform sequence if you haven't transformed yet). The down side is you still have to go through each tier before you can enter the next one in the sequence, but accuracy wise it makes perfect sense.
So it's forced to be sequential now, by default, but you can manually override to higher tiers once you've reached them. Best of both worlds, one might say.
And again, this is in the current Development build, not the stable revision. Try and check the SVN logs once in a while, all kinds of new stuff has been added since the last stable build was announced.

I have 1536
I also have the new one but I don't like it because it has bugs
so there is no command line I can add in the tier.cfg so it doesn't skip the tier
because I have max Power Level so I can test all tiers but I don't like that it goes to the last tier, I want the character to go tier by tier even with max power level

if you want go to Kaioken without go directly on Super Saiyan 3
press F + W when his power is 2000 (Kaioken).. for Super Saiyan press W+F
when the power is 6000 Super Saiyan 15000 Super Saiyan 2 Super Saiyan 3 max level 32000..
if you want go tier by tier with max level..
see tier.cfg and the requirement for trasformation.. do some test

Maybe Zeth knows a line for the tier.cfg, he's a smart coder, it's his game and his team created the tier system for ioquake3.

I've said it twice now, but I'll say it a third time. This feature is already added, it's in the latest SVN build, no there is not a tier configuration setting, it forces you to go through each tier in numericle order by default. And no, this feature does not exist in the stable revision; you must be using the development build to have this feature.

That doesn't make any logical sense. The reason ZEQ2-lite has power level regulation is precisely so the player has control over these kinds of things. In the series, the characters don't always sequentially go through their capable transformation levels; Goku on more than one occasion has went straight from normal to Super Saiyan 3.
If you want to sequentially go through the tiers, then do as Nello instructed and set your power level to the required amount before transforming.

That's rather strange if true since Bruno reworked the transformation mechanics entirely to function on a per-tier basis (while allowing numeric transforms for specific tiers).

Nemix look that in latest version is better the transform.. if you want to transform in Kaioken you click F + 2 , Super Saiyan F + 3 ,Super Saiyan F + 4 ..take note always of your powerlevel base.. its obvious that if you are in 2000 ki you can't go to Super Saiyan 2...
and the latest version have really what you want..
even you have 32000 ki as first transformation he show before the kaio next Super Saiyan etc..
