That list isn't just a simple "this is where its blocked" setup. Those countries simply have some kind of stance or discussion previously reached concerning blocking. You'll need to actually read the wiki article in that topic.

I think this is going a way too over board , there is nothing wrong with proxy sites , no need to filter them to "snip" -____- , and real deal no matter what they do there are a 100 ways to go around it ,your router alone can do the trick
