yeah they did great work with it and its one of the next gen engine but crytek did this some time ago with their cry engine 3.
and if you are referring to gta5 , I don't think its going to have a problem dealing with watch dog , as we already know Grand Theft Auto has always been winning just because of its popularity alone

*intense laughter* well in some interview , the developers of gta5 were asked " if they would like to use the realtime facial animations method used for lA noire , the reply was "definitely" now I don't know what's going on but if that's true , its a serious up!
