A good start. Can you post the references you are working from so more comparisons/suggestions can be done? Additionally, are you planning to go with any pre-calculated lightmap solution for shadows in the map?

We don't have a practical dynamic shadow solution, no, but then again we don't really need one at the moment. Static lightmaps will surely get the job done for now.
Don't forget that the buildings and general atmosphere is a light blue color, not necessarily white. Also don't be afraid to go more heavy on the polycount for doing things like the roundness of buildings and the proper hole in the ground -- so you can nail the edges well.
I'd say to stop at a 30K triangle limit so we can mash a version with the last stand map. Just try to make use of as much as you can to keep it smooth so the silhouette quality is there.

On topic of these maps, I really like how they handled them in super Dragon Ball Z for PlayStation 2.
It has a very distinct cartoony feel. And it's definitely one of my favorite 3D Dragon Ball Z games representation wise.
I'm not saying you should copy anything from these. But it is certainly a great example.

by the way Ramunas, should I get you some high quality manga refs on both of these maps. There tend to be nice eagle view panels of the area in it.

About every panel that has some decent detail of the east city on it.
I also included those closeups of the scared people, because it has nice details of buildings and cars in the background. Not because you need to add that lipid chick.
