There should be a move tool. Also, you might want to start with a box.

Maszek is right you should start with a box
Too move an object select it by clicking right click on it or pressing once A. I recomned you to watch a basic tutorial and learn what tool does what and how to use it. After you learn the basics start modeling a simple head model and find a tutorial how to do it, there are lots of them on youtube and learn step by step and of course experiment if you again need help, ask us.

You don't know how to make the shape? if that is the problem there is a thread on the forum where it's shown how a simple mouth shape should look like and you can google images about mouth and eyes shape, that helped me
