you're server does not show cause you're ping is to high I said this before if a ping reaches its limit it will not show for some people and you're server did show for a little but it was 759ping

1. port forward 27960 in router and firewall if you have one
if any of them don't work only thing I can think of is Internet Service Provider blocking it
[ and I use linux mint 15 to run my server with so its a bit different]
