There is the difference between HK, TW & channel those are not the same for each version you have to create a new account and each version has it's own website and you can't play with an HK acc on TW version of the game, if you need more info go here and visit DBOCOM too http://tvgames4you.yolasite.com/dragon-ball.php
About the chip for radar I don't know but I think the newer radars have the chip already inside of them but the expensive ones they cost 45,000 zeni but I'm not sure since the radar effects are on Chinese and I'm using GT text so I can copy the text from an image and translate it and it translates bad.
You should do quests in which you get dragon balls and when you have all of them you get a whole RARE GEAR, chip for the radar and maybe some more items.

The Korean version will be closed from what I've heard but the TW and HK won't be closing. Correct me if I'm wrong.
EDIT: I was wrong I went to dbocom and saw it myself. They first told us that only korean version will be closed and said that the TW and HK won't have the same future but I see they we're wrong. This really made me sad because I spent a lot of time playing it and having fun.
I was trying to register one of my friends to HK wasabi but I couldn't find Dragon Ball Online under games to unlock to account for the game, so now I know the reason of that, thanks for letting us know.
