From what I'm seeing, you're moving the entire head model in each of those frames, but the tag is stationary... Both should remain stationary because the head's position is compared to that of the Upper mesh's head tag.
In essence, the head tag on the upper mesh moves around for the animations, the head tag on the head mesh does not and is instead hard attached to the head tag on the upper mesh in the engine so that it follows the body's animations. The only movements that should be done on the head mesh should be things like facial or hair animations.

by talking about tags, is it normal that some tags are deleted after file edit, so the character is all -| ? (because of misfit or the model ?)
