what the heck is dis?
I just imported md3 model and tried to export it and the lacking error comes out ? somebody know how to fix it?

You need to have a QC file to compile whatever you're doing.

It tells Milkshape which surfaces/frames belong to one md3 file. It's a bit inconvenient, but not much you can do about it.
Since I'm to lazy to write something up here's a guide that came up on google:

From skimming over it it's pretty much what I remember from 5 years ago.

You can not "find" that file.
You need to create it.
Just go to tools > quake 3 > create qc file
I'm not sure though.
