Just depends really.
For my Goku, I have it set 3000+ for Kaioken, 10,000 for Super Saiyan, 20,000 for Super Saiyan 2, and 30,000 for Super Saiyan 3.
But you can set it to what you want if you understand it enough.

For power up you use "F" (power up/down) +"D" (right: power up) or+ "A" (left: power down). To transform you need use Power up ("F") + Forward("W")
