It's something talked anywhere in forums related to Dragon Ball, even chats and websites! So, we'll discuss it here...
I think it is April Fools because Akira Toriyama did not even create GT Either, and it's good enough with rumours like Super Mega Ultra Mega Hyper Xtreme (times two) and Super Mega Ultra Hyper Extreme or 'what not, so in my opinion it is Dragon Ball April Fools

Dragon Ball April Fools (ドラゴンボールApril Fools Doragon Bōru April Fools) was the subject of an "April Fool's" joke in 1997 (following the end of Dragon Ball GT), which concerned a fourth anime installment of the Dragon Ball series. It has since gained a cult following, been the basis for various fiction and manga interpretations by fans, and has even resulted in a dōjinshi series produced by Toyble and soon a pilot episode created by BloodyPooProductions.

It's obviously April Fools but some guys with the eyes lo**d up can't see the difference between a show and crappy fan arts (and intellectually lacking paint edits).

fans made crappy art but besides April Fools , up to Supreme Super Master Mega Ultra Mega Hyper Xtreme serioes where made which where never released and the info got leaked ,
