It's what we Mac users call.. Well I don't have a name for it but I just call it the "Icon Bar".

It's called "dock".
If you want to try it out there are windows clones of the mac os one called rocketdock and objectdock (and probably many more all being called somethingdock).
Windows 7 did integrate the functionality into the regular taskbar though, so it's not really that useful.
