I assume you are trying to do this the no-ip.org way? or some other domain name website. I just tried to type in connect dragonballzonline.game-host.org and all I got was awaiting gamestate. Have you made the IP address on your account on the website the one you are using? do you need to download software to tell the domain name what IP to use?
Just throwing out suggestions to fix your problem as I had to do all this to get my server running.
