I presume you are asking "Is it possible to convert Quake 3 characters to work in ZEQ2?"
Yes, it's possible, their attacks could be set up to emulate Quake 3 weapons, but they are missing a lot of animations ZEQ2 makes use of, such as mêlée, charging, boosting, soaring and so on.
