I think he is a bit stronger than perfect cell because he have the muscles of Ultimate Super Saiyan + the speed of a Super Saiyan(or a little bit faster) and Goku himself said while Trunks fight with cell: In Ultimate Super Saiyan he is stronger than cell ,but the muscles are nothing if he can't cach that silly bug.
