Guys are you checking to see if it's up ip is the same : 172.16.0.3 I am new and learning how to make a server to see if it works oh forgot port 27961

You can check if it works by just multiclienting and see if you can connect.

What he's saying is if you host your server and have the server client running ( blue screen with text, etc etc) Then you run another instance of the game ( client ) and you try to connect to YOUR OWN SERVER by typing connect followed by your ip address in the console. If you can connect then everyone else can connect too.
Note: don't join your server through the server list, as it will show up in that list for you, but not for anybody else trying to join the server because the server is on your computer.
EDIT: As an for your information I just tried your server and it didn't work not sure if you don't have it on or gave up. However since you know about the above method you shouldn't have to make posts asking people to see if it works anymore.
