What you mean Hatchyack? I don't know the Namek but its a machine made by a tsufurujin scientest see the movie

Film is called "Plan to eradicate the saiyans" it was a long lost ova movie .
The movie was about a trufurujin scientist also known as a tuffle scientist called "Dr raichi" who plans to make revenge to the saiyans after their home planet "Plant Plant" was siezed by saiyans and renamed it "Planet Vegeta".
But he is a ghost warrior created by he's ultimate creation Hatchiyack or hatchyack.

Check your sources. The OVA was an anime walkthough that came with the game "Plan to eradicate the Saiya-jins"
Its an anime guide to the game released with the game, not a stand alone movie or OVA.
