The Tribeam is an attack that if not controlled fully kills the user once fired. Just like the Mafuba. Its explained in Dragonball when Tenshinhan first uses it.
So that spirit tribeam is a load of fiddle sticks.
As for Tenshinhan the design document for him is done by the community. What they didn't produce was an animated model of him and his buddy character Chautzu. The models were made, but never fully animated.
So unless someone wants to restart Project Tenshinhan he will not be included in Earth Special Forces.
