Is it me or do the characters all have about the same proportions. Accurately, Piccolo and Raditz would have to have much broader shoulders and longer legs than Goku. I can see small differences, but just not enough. Is this because the models use the same skeleton and animations or something, that the proportions need to be similar within a certain range?

Depends on what you mean by proportions. No, the characters don't have the same height (by far). Yes, some model parts like hands, arms, legs, armor, necks may have been reused for another model and then tweaked from the base to save time.
Since our vertex weighting methodology was relying on the physique modifier back in the day rather than the skin modifier, we didn't employ the reuse of parts for the sake of rigging speed (although, that would be a pretty fair approach nowadays).
Generally though, most of the models went through a pretty rigorous routine of accuracy checks. At least, as much as the modellers/artists would accept from me before losing their sanity -- yes, I have driven people insane with accuracy nags .
I'm keen to see the kinds of alterations you are particularly interested in making. The characters as a whole never did get a solid comparison to one another in the design stage. I wasn't particular part of the Raditz development process, but I CAN definitely say that Piccolo is spot on in all regards -- just ask SV on that one.
Raditz and Piccolo both do have much longer legs and height differences between someone like Goku, Vegeta, and especially in the case of Freeza or Krillin.
