There are stairs to climb the cliffs?
Anyways nice work. I know its still WIP, but try to get rid of the seams in the tiled grass texture as soon as possible.

I tried something different, as a lot of people over at Earth Special Forces suggested. I'm not very happy with the buildings, but meh I'll find a way to make them better. I still need to add the windows and insides. Used a video of Budokai 3 and http://images.wikia.com/dragonball/images/7/7a/FortunetellerBabasPalace.jpg as refs.
Thoughts? Very early WIP by the way

Double post for progress! I added the doorways and started on the outer area. I have the whole layout of what I want sketched out, so what I want is organized and planned out.
I figured I'd do a fancy render, so enjoy! Also, I'm aware that some of the holes in the bridges don't have walls, there's a reason for that (my stupidity). It's an easy, quick fix though.

I'd say you need to get your textures (mainly style consistency) in order first. Using heightmap'd terrain CAN be done in an anime-esque sense; however, the mountains you presented are very much leaning towards a realistic geography topology and style more-so than anything featured in Dragon Ball Z.
Just because something looks detailed does not mean it's a fitting element.

Just because something looks detailed does not mean it's a fitting element. No doubt, and that was definitely one of my first concerns. With proper textures, I think this could definitely fit, though. If not, I'll just use different kinds of cliffs for the very outer area.
