dude it's not going to be easy to make him buff if you don't have a lot of experience

I don't think anyone really wants one. The only difference is that he's buffer

Yeah he is buffer but the different thing about it. Is that He is more powerful but on that hand he lost a lot of speed. So if you do end up making him. To add something differeny just make the attacks more powerful and look bigger I guess....

Super Vegeta did not lose speed, He didn't transform to the ultra Super Saiyan form that Trunks used against cell, because Vegeta knew about the disadvantages.

I'll try and sum it up for you in the simplest terms, but there's 2 methods to achieve your goal here, that I can think of off the top of my head anyways.

The first method, is the easier one and more advisable, assuming you have some form of 3D program already(Blender or 3DS Max), access to the original 3D file Vegeta was exported from, and some knowledge about modeling and animation in general. Without knowledge in those two areas, creating a "Super Vegeta" model will be nearly improbable, so you may want to look around the internet for modeling/animation tutorials.(True, while you would only be editing an existing model, you still need to know how to use the tools to do it properly.)

The second method is a bit more time consuming, and involves using Misfit Model 3D to edit the MD3 models themselves, and would require you to manually edit each individual frame of the animation to reflect the change you want(This is because MD3 files do not save bone data, only absolute vertice positions). If you need advise on how to do this, Anty would be the one to ask, since he seems to be the expert on this method.

Technically, you could also export the MD3 files to another format, and import them into Blender or Max(Or possibly Milkshape 3D, but I haven't really worked with that one...) to re-rig them with a new set of bones after editing them, but that goes right back to the first method, and needing to know how to work with models in those programs.

oh thanks shenku, but I just wanted a ultimate Super Saiyan Vegeta because nobody has released one just because it does nothing but makes him stronger doesn't mean I still couldn't have it for the looks, because I mean Vegeta only has one transformation
