I reckon Piccolo should be able to move when using Super Saiyan cannon krillin too with destructo disk or Goku Spirit Bomb
No they shouldn't. There is a reason why you can't move with such powerful attacks. It's a last resort attack.
also in the series they never moved by charging an attack like this *laughing out loud*

in my opinion there should be a possibility to move at least at half walking speed
