Transformations are not sequential. They are based on your current power level when transforming. If your current total (and percent) power level meet the requirements of a higher form, then you'll instantly go to that form.
This was a design decision to allow for things like going from normal state to Super Saiyan 3 instantly (which was done in the series). It's just an optional aspect as you can still transform sequentially by managing your power level.

I think the only characters that would need sequential transformations would be Frieza, Cell, and possibly Buu(though each state is so different with Buu, they're almost separate characters in anything but name and physical body...). Goku, however, doesn't need that limitation.
