This is mostly on better ATI graphics cards, I think you need min. ATI 9500 OR BETTER, than in the SETUP/GAME OPTIONS -> Bloom..turn on bloom, and raise to medium, or high in stronger PC..

ESFER25. It looks like you have bloom either turned off or at low intensity. This why you don't have as much of a "glow".
