When I start up my game on Win 7 64 bit the game starts lag or it skips frames but the game did work when I had win 7 32 beta. If anyone can tell me how to fix the problem or link me to a 64 bit one I would be very thankful.

I think you need the same things to 64bit mostly a good VGA driver..

What is a VGA driver and every other game works on my pc. My graphic card is a 8600GT, my processor is Duo 2.4 GHz, ram 2.128GB DDR2 and all my drivers are up to date.

you only have 2gb of ram? In that case you most certainly should not be running a 64bit operating system. 64bit operating systems are ONLY advantagous is you have over 4gb of ram as that's around the limit of 32bit memory addressing, or there abouts. If you have less than 4gb then you're MUCH better off using 32bit Windows.

I don't particularly know, my advice was on a general computing level rather than specific to the game. Your system is by far powerful enough to play the game smoothly at a high resolution.

Do any other Quake 3 Engine games give similar performance issues or just ZEQ2Lite? It's possible it may be a compatibility issue with Win7/64bit though I haven't heard any other performance issues on that platform, on the other hand I can't think of anyone else I've heard running it on Win7/64bit so you may be the first person to test it on the platform.

Something to try is turning off VSync in the graphics options as that would hit the performance if the FPS isn't able to constantly match the refresh rate.

I'm presuming you're running the game fullscreen? Another option you could try is playing it in windowed mode (hit alt+enter while in the game) as I've heard some people are having performance issues running OpenGL games in fullscreen mode on Windows 7, though they didn't mention whether it was 64-bit or 32-bit.

Quake 3 Engine games work fine it only ZEQ 2 lite but I'll try windowed and try turning off VSync and tell you how it goes but anyway I'm going to buy win 7 32 bit tomorrow which is really discomforting because I just bought win 7 64 and I'll getting 2 GB ram when I get paid.
