there is no program to do that, just import and export..
you need several programs that can import models, textures edit them and export to Quake 3 format and eventually add them in ZEQ..

That's the exact replica Titanic map for Quake 2? From what I remember that required a bounding box hack to allow the player to actually fit through doors and such so chances are if it is converted the player wouldn't be able to wander around inside the ship.
And no, as far as I'm aware there's no program for directly converting Quake 2 format maps to Quake 3 format. You could try decompiling the BSP file, loading it in Radiant, reassigning all the textures, replacing all the entities with their Quake 3 equivilents and recompile it. It probably won't work properly with out a lot of tweaking though.

No I couldn't. I just explained the process which may work. I don't have the time to waste on such a potentially fruitless effort. If you want it so desperately, try doing it yourself instead of asking others to do it. It's really not that hard to use the tools and learn everything you need to know if you apply yourself.
