He didn't teleport or use super speed, what you were seeing was most likely indications of Hercule being a lot faster than the criminal. It definitely was not a teleport.

Naruto has taken their storyline to a whole new level.
If you read how the story progressed from the beginning, You'd be impressed. I used to think what the heck he turned into a naked lady, but now Naruto has progressed from those lacking things.
Dragon Ball Z Storyline
Baddie comes, Goku fights, baddies winning, Goku transforims into new level, Goku wins,Brand new baddie comes.
In fact, Dragon Ball Z started to mess up during Cell Saga. I mean, a guy gains ultimate power and holds a tournament? Silly idea. Then Buu/Boo Saga lost it completely. They forgot about power levels. Super Buu was stronger than Super Saiyan 3, Kid Buu is stronger than super Buu, Super Saiyan 3 is as strong as Kid Buu?
I say, if you actually took the time to get through the nonsense at the beginning of naruto, you would see how impressive it is.

Do you mean in a fight? If so, then Dragonball wins hands down. If you mean story and characters, Naruto wins.
