Some countries have different keyboards that are created just for those countries
Reason is because of letters and such things and because of that some keyboards have sign for console on different locations
Look closely and try to find that sign somewhere
Another way to solve this is to change keyboard type in control panel from your country to maybe EN or something...

Yes I pressed Alt Gr + ~ but it doesn't work. Maybe I didn't press the button at the right time. When does it need to press it please ?

That's probably because the server you're trying to connect to is down. The easiest way to connect to a server (or at least in my opinion) is to go to play, click specify, copy and paste the server, and just click fight.

First of all the screenshot you posted clearly shows us that you didn't connect properly 
This is how you connect:
1) Open the game, press ~(the key next to number 1) and type: \connect zeq2lite.no-ip.org
2) Open the game, press play, press specify. in the first tab type "zeq2lite.no-ip.org" (without quotation marks ") and click fight/play/go (not sure what button you have)
Remember that there MUSTN'T be ANY spaces in the IP.
