The fact English Dub says it actually does mean I should believe it because if the real Japanese one says he's a girl then the English Dub would have no reason to change it

Yes Frieza is a male. His name is just interpreted in different ways.
His name is supposed to resemble freezer (like most Dragon Ball Z names are from vegetables or other products) and the Japanese pronunciation of the word is more like furieza Hence why they used that in the English dub and simply called him Frieza.
Same as Cooler is called Coola. Its all because of the way the Japanese pronounce the word. doesn't have anything to do with gender.
On a side note the 8000 to 9000 thing was most likely changed because of the lip sync along with the rest of the sentence. Is simply easier to pronounce it 9000 with an extended shout than 8000 ^^ (the last part was personal opinion so don't jump on it)

Nah its just that the Japanese use Furieza when pronouncing freezer and the fun doesn't really make sense in an English pronunciation.
The German dub for example called him simply Freezer
