Indeed, its a more realistic style reminiscent of the Budokai Tenkachi series, good use of particle effects (dust in the desert map) love the ambiance of the maps!
Is it possible to implement particle effects, dynamic shadows and animations (like water falls in ZEQ2 lite maps?
edit: Actually the Earth Special Forces kami's palace looks more anime-ish like the ZEQ2 lite map, while all the other maps (Namek, desert) look more like Ultimate Tenkachi? Why is that.
Also any ideas who made the maps? I found two names,Layne and Dave.

It would have been a better choice if they went for the cel-shade choice instead in a Raging Blast 2's oily style.

Indeed, but then we're doing that so its covered.
Earth Special Forces looks good enough to be a stand alone game, though without source code access it'll always be a mod.
But seriously it looks better when compared to Ultimate Tenkachi. (worth being paid to design so to speak)
Silly question how much would it cost to buy the rights from namco bandai?
(Namco Bandai should at least hire these guys for they're future Dragon Ball Z titles since they've managed to capture the art style of Ultimate Tenkachi)

Yeah, this is quality work (comparing with Ultimate Tenkachi) and the gameplay's better too, community participation aside, it seems a little dismal that the commercial game earns because its' bought the rights to earn.
Not that Ultimate Tenkachi doesn't have quality, Namco would do well to adapt features from Earth Special Forces by hiring the entire team.
They probably would once this mod hits the sales of their future games.

Many things were implemented by completely discarding the old systems and they were written nearly from scratch to replace the originals. Zeth would probably say that this is closer to a new engine than a mod of an old one, but I tend to stick with the "Total conversion" description of it.
As for the maps.
Cell, Desert, Namek, Ice - Layne
Namek end - Mastasurf
Room of Spirit and Time - I think its Layne but I'm not 100% sure.
Dave did the old City map, but that can't really be used anymore.

You can't blame Spike since they are always making games every year since the contract between Namco and Toei. Look at Raging Blast (1), great game little bugs, sequel should have made it better not downgrade it..

So far there is Goku (Super Saiyan, Super Saiyan 2, Super Saiyan 3 maybe Kaioken), Vegeta (Super Saiyan and Super Saiyan 2 don't know about his Ascended Saiyan state which he calls it Super Vegeta), Trunks (Super Saiyan don't know about his Ascended State and his 2nd level of Ascended state), Piccolo, Krillin ( Not made yet but was in the first version of Earth Special Forces), Ginyu force ( Using buddy system), Android 16, Android 17, Android 18, Cell ( Semi-perfect, Perfect and Super Perfect), Majin Buu ( Evil Buu transformation), Kid Buu, Super Buu (Probably, otherwise quite weird if he isn't in, since he is the Strongest Buu), Frieza ( 2nd form ,3rd form, final and 100%)
As you see it's quite a small roster, but Quality over Quantity. Would've liked to have Tenshinhan, Yamucha, Raditz, Nappa. Only time will tell.

The old Earth Special Forces models are not that good because they don't use the updated MDL format.
The old format was kind of limited to 2k polygons and only low resolution textures.
With the new format we can have up to round 6k polygons and 4096 x 4096 textures.
that's a 3X polygon increase and an 8X texture resolution increase.
