It's a DX10 Card, some programs like DXDiag (which is in Windows by default) shows your PC specifications what DirectX version you currently have installed, most of the time it's "DX11", based on what Windows supports (some programs do this, other programs do it based on the Card's DirectX Version that it currently supports).
He either guessed or used a program. :V

how much the entire thing cost along with monitor ?

I'll just post all the prices:
Motherboard = €30 (it's 6 years old but still fast)
CPU = €50 (again, 6 years old)
RAM = €60-80 (since it's DDR2)
Graphics Card = €300 (got it 2 months ago)
Disk = €100 for SSD, €80 for 1 TB HDD
DVD-ROM Drive = €40 (it's pretty old)
Screen = €140
Keyboard = €80 (in my country)
Mouse = €70

Let's do the math, bring it all together and the total price is €970,-

Even though, I'm going to get a new Motherboard + CPU and RAM, and both those 3 components will cost me around €500, so if you remove the price for the Motherboard, RAM and CPU and add €280 (CPU), 90€ (RAM) and €120 (Motherboard) the total price will be around €1300,-.
I'm getting the new rig next month so yeah. :V
