Why can't you enable higher settings? Does the game crash? Do you get an error message? Does it simply lag too much? Posting your computer specifications could be helpful, too.

I got 512 RAM my PC is as I said Weak
and it doesn t lags because it can only be set to
low.I cannot change it I don't know why but I think because
of my drivers but I wonder is there some other thing
I could do to at least set graphics at normal?

No matter how bad your computer is the graphics settings shouldn't be locked except Very High, which "doesn't" work on DX9. Of course selecting higher settings could make the game crash or even make your computer explode, but I find it awkward that you can't change your settings at all.

By the way, I wouldn't recommend a laptop for gaming unless you need your computer to be a laptop: they're more expensive and less efficient than desktop PCs.

Then you could explain your problem, show pictures or something? So far all you've said is "The game won't let me change my settings" and you should be more specific. If changing the settings crashes the game it's definitely related to your PC or drivers, if you try to click but nothing happens then it's most likely related to resolution (Crysis has always had some issues with this), if you can go to system settings but higher settings are just locked... then this is weird as heck.

Playing on a laptop is not "bad" and of course there are laptops that outperform desktop PCs. My point is that for the same amount of money you can get a better desktop than any laptop.

okay fine -_- sometimes the computer will restrict the graphics to conserve energy by going on low performance, try pressing the battery button and set the performance to game mode if optional or high performance, if that doesn't work try updating the drivers, if the above doesn't work I suggest you need a better CPU.
