se him in full power with a tail in gt , and what do you know , he loving roster inhaling states it that he can defeat Buu if he is at full power, remember when lipid bu punched him hard his face turned and when he turned back he was smiling as something didn't happen , lipid Buu was no match for him Gotenks is stated to be weaker than Super Saiyan 3 and Super Saiyan 3 is stated to be the strongest by Vegeta and if mystic Richard was the strongest why didn't Goku use the wish to get him on the ki planet to defeat Buu?

well first of all ...form Dragon Ball Z and GT the most strongest would be Super Saiyan 4 Gogeta
you want a not fused character?? then I might still say Goku Super Saiyan 4...why ? think about it...omega shenron could NEVER beat Super Saiyan 4 Goku ..he was that strong and stuff cos he was also fused duh!! XP
and about a villain (not fused cos fused would be omega shenron *laughing out loud*) well I might say...(not even super android 17..he was fused to)...maybe...one of those dragons(can't add baby Vegeta in oozaro form cos he was also somewhat ''fused'' with vegetas power and stuff so...)
conclusion: most strongest(villain/z warrior) - ssj4gogeta(fused) and Super Saiyan 4 Goku(not fused)
and most strongest villain - omega shenron(fused and not fused)

EDIT: by the way, I was wrong. Wasn't Super Buu, but Buff Buu (my avatar). Goku said he got stornger when he transformed into it, and later that he got weaker, when he transformed into Kid Buu. They also said that they could beat Kid Buu separetly. That should be enough to prove Super Buu>Goku Super Saiyan 3=Kid Buu.

try lifitng a building with your hands(saying you could) ...what would happen? of course you could not lift it because your hands would be to small and the building would break at the parts where you would try to lift it...its pure logic...plus your answer is not relevant enough at all and has no sense

what I know about Buu tough is that supreme kai never said that kid Buu would be stronger then super Buu or something...he said only that kid Buu was pure evil.
still its true that we did never see a Super Saiyan 3 at full power ( GT won't count cos Goku was turned into a kid and had a major power loss..he could barely keep the Super Saiyan 3 state he even stated that it was harder to mantain it) but still...another IMPORTANT fact about super Buu is ..that when he fought SUPER Vegetto ...before absorbing him...he went out of control and could tear the univers apart(Vegetto stated) and even for super Vegetto was hard to punchi him in that out of control state of super Buu(this still proves nothing becasue anyone could buff up or something plus super Buu at that time had Gohan,Piccolo and Gotenks/Goten and Trunks absorbed )
another thing is....if we actually think about super Buu's power...we might say that it would be at least about the same with a Super Saiyan 3 Goku at full power...that is Buu not having absorbed anyone....
another important FACT about Super Buu is ...that IF Goku Super Saiyan 3 was same or stronger then KID Buu which is the normal form...then we might be able to say that ALL other forms of Buu are actually ''fusions'' so we can not put super Buu and all other forms as a plain normal character ...cos if we put it like that...then Vegetto would kick super Buu's buttocks
so still....also form Dragon Ball Z ...Goku is clearly the most strongest...
