When talking about game specifications, we are always talking about hardware setup needed to run it smoothly. So if I can run a game on low settings with a stable FPS on my low-mid spec computer, but can't even start it on high settings, then the game is low-mid spec. Since such a computer can run it without problems. If I encounter problems like terrible frame drops, then the game is higher spec than my computer.
But the key word is always RUN the game, not RUN IT AT MAX.

okay, lets just say I can run spore on medium graphics with at least 20-25 fps
oh and does anyone know how to make a file size smaller, I'm trying to emulate Pokemon for my phone (Gameboy Color games) using a emulator thingy mublober, but I can play them on my phone because my phone has a max java file thing of up to 199 kb, and when I finish up Pokemon and everything, it comes out at the end like 400 kb... any help?

The side compares your system specifications, to the games minimum and recommended system specifications. Nothing more.
If it says you can't run it on max, then there is some part of your system that doesn't meet the recommended value.
The site is a guideline, not a rule.

get arma 3 it has arma 2 qualitiy mode in options which means you can play it in older grafiks
Postscript bohemia supports since their last release pirate site so yeah you can play arma 2-3 online even if you get it ...you know where *intense laughter*

How is he able to Run Arma 3?I can't even run Arma 2.
