Pretty much all those ads you see around the net to magically take a photo and "make a cartoon you" are utter fakes, scams or make you make the picture yourself out of various parts.
There isn't a program to make you "look like a cartoon" but any old graphics package such as Photoshop has plenty of artistic filters to simulate various "drawn" effects. However they never look like they were actually handdrawn, it's always obvious they're just filtered photoes.
The best way to get a picture of you in anime/cartoon form is to just draw it yourself.
