There are different computer specifications so count of polys are various...

There is no hard engine limit although there may be a limit on what your version of q3map might except.
The desert map is around 60,000, has no visibility performance optimizations and usually fairs about 25FPS on a Radeon 9200 with medium-low setting. This is why that number is a foundation for maximum usage. If your target demographic is expected to have better systems in general, then sure, you can use a higher value for your maps/characters.
