I just mixed around with vegetas body in blender and when I put him in game he gets like this:

You can fix it by adding animations to it in the a 3D modelling program. Just do a google search for tutorial on animating characters in blender and on exporting animated characters to quake 3's MD3 format.
This is much simpler using 3D Studio Max as you will be able to just attach a Biped skeleton to the model and apply the standard ZEQ2 animation set to it, which was released somewhere on these forums a while back, not sure where exactly.
Another issue you seem to be having is that the "tags" aren't being maintained either, which is why the head is being positioned on the same spot as the torso. Again, just search on google for how to set up a character model for Quake 3 and it should give you the relevant information about tags.
Due to the nature of the MD3 format, it's pretty much not possible to just import one into a 3D program, change things around and export again. Even if the animations are imported and exported correctly, you would have to manually make the changes to every single frame. It is far simpler and quicker just to re-rig the model and apply a standard set of animations.

PLEASE HELP!!!!! I got 2 problems
one is that I cannot see any animations on my edited model ( if we say I edit Raditz to lipid, how do I use Raditz animations for Raditz lipid ?
two is that I can't see the stuff I edited, if we say I make Raditz hair spikey in blender and export him, he stays normal ..... weird!

The bip file (standard animations) is available for download in the addon forum, which can be loaded onto any rigged model in 3ds max.

Getting a COLLADA form of the animations might be an alternative for Blender, but I think we've has minimal success so far with interchange formats that extend to animations as well.

and the attacks get loved up ...
The trail of the attack disappears and you cannot see the attack wile it gets loaded and it seems to get fired from the legs .... ??
