he can do it , malek just write , Dragon Ball Online with out kssn on google and you will find a toturial which supoorts westren or asian players to get an account if you have va legal kssn , and as I was reading many people got that problem but it was solved by one I will try to serch that page again

to create a netmarble account they need a valid kssn and mobile phone number now for getting the account valid they made this because some dudes make illegal accounts

Not necessarily, who's to say that person was going to play the game anyways. Nevertheless it IS illegal. Proceed with caution Malek. And once you get to the Mobile phone verification part you may be stuck for a long while. I know I was. Note that you can NOT play Dragonball Online without verification by mobile phone unless they've changed it which I doubt they have.

no he means if he uses a stolen kssn and mobile phone number or something and the other wants to join netmarble and he will be sad that someone is using his kssn without permission or something like that so he can't get an account with the same kssn

What I mean is. Each citizen in every state recives a Social Security Number. Be it Korean or any other country. that's what KSSN stands for. Its your identification number and you recive it when you are born. You can not change it, and if someone is using it he is pretending to be you.

In this particular case he stole some ones identity. it's the same as getting his credit card or something similar. The damages you can do with it are far greater than simply playing a game that will be released to the world once its out of beta.

Identity theft is a serious crime and in every country I know of you either get a fine so high that you spend the rest of your life paying it off, get sent to jail, or both.

This is very different than software plundering booty. As you are not stealing software, but someones identity itself.
