How come they only have top tier characters? like kid Buu , Gohan but not the Ginyu FORCE? add CANNON CHARACTERS okay like Raditz , Nappa , SAIBAMAN , ANDROID 16 , 17 , 18 , 19 , DR GERO , KID Gohan ,ZARBON , CUI , DODORIA.
this characters above me are very important and vital to Dragon Ball Z.

But how can they only put in top tier characters which everyone uses but not the Ginyu force,Nappa , kid Gohan , krillin etcetra.

Lets see. Speaking as an official Earth Special Forces developement team member.
Raditz - No transformations no real unique attacks. Not good for balance thus skipped.
Nappa - Same reason
Zarbon, Dodoria - no real signiture attacks, lacking transformation ability. (Zarbon has a transformation, but lacks signiture attacks)
Ginyu Force - Is in the Open Beta and will be in the final playable as 1 character using the Buddy system.
Saibman - No transformations, no attacks at all lacking in identifiable function as a character
PuiPui and Cui - Same as saibman.
Android16, 17 and 18 - playable as a single character using the buddy system in the open beta only 18 is working though.
Remaining androids - No original attacks, next to improbable to implement features such as energy drain with out breaking the game.
Kid - Who the heck is that?
that's about our reasoning. lacking in identifiable function cahracters would be sub pair to the others, and would not be played ingame, so we don't really want to bother wasting time getting them to work when the ones we do have planned still aren't all finished.
