I don't particularly see the point in adding a graphics option for anti-alliasing in game when any card which supports it these days can enable it through graphics driver's control panel software. Also due to the nature of anti-aliasing it can make single pixel lines such as with the character outlines fairly indistinct and discontinuous, as can be seen in the screenshot you posted, so it's subjective which is better "quality."
It certainly won't ever be enabled by default as the game aims to be as compatible with older hardware as possible.

If I'm not mistaken, Dave has hooked up a cvar to control anti-aliasing options, but there is no current GUI element to manage it. Can't quite remember the keywords at the moment, however.
