Are you referring to the .skin files, or the textures themselves?
For the textures, yeah, Photoshop, Gimp, and maybe Paint(if you can deal with the lack of decent tools).
If however you mean the .skin files in the tier folders, then any standard text editor will do, such as WordPad or Notepad.
