I have found this website (in lituanian use a translator to understand a little) :

It appears that ECX RC3 have been made and released , according to the pictures :

there's a lot of new attacks,maps and characters (Goku yadrat, A16, king Vegeta, A13, Namek, new fusions...) what's suprising me is the models (which aren't crappy edits) and the (working) download link :

Calling it ECX RC3 is blasphamy. They have neither access to the code, nor did they fix any bugs. Its a slam character pack and nothing else.
They are even using the fake cell shaded models that lead to drops in FPS without proper code optimizations.
Also with 50 characters I can see the model limit is over 512 error popping up a lot more often than it is at the moment.

I have checked only those: grega_tournament-2k , esf_cave and esf_namek(end) so yes *intense laughter*

How about no. I don't see any resemblance.
Not Tenkaichi. There is an ECX pack that was named budokai 3.0 because they used fake cell shading edits on the models. Nedless to say they failed. And badly. Using that way of cell shading results in a FPS drop due to the nature of the technique.

I got a similar pack known as BUDUKAI 3.0 and not tenkaichi mod , that's different , I got it probably a year ago and there is some fake cellshading in it , and I must say its way more fun than rc2 , don't know about this one , but I cannot resist to try it , and did I mention budukai 3.0 pack was with a new menu with 3D stuff and it was 900mb in size , maximize theh pictures , I found some cammands for fx quality and stuff and turned them up

forget the illegal thing because I played Earth Special Forces 1.2.3 and I really hated it....but that's maybe because I didn't feel like downloading any Evolution Extension things
I figured I would just buy it when earth special forces has a new update...that I like

I know its illegal but it's not without half life it just comes with half life AND counter strike
