Its nothing to upload, is a pure bug.
I can use Spirit Bomb with Goku at all Super Saiyan stages.

yep its a bug ,in normal Goku select spirit boomb than just transform but don't change the beam attack

It's not a bug as transformations do NOT exist in the current released public build.
