I assumed you were going for the old Piccolo.
So here's a drawover.
Very important to get the right look:
- model the nose and cheekbone.
- with a few extra texture details you can pull of the old look pretty well.

Ssj6vegeta is right, I didn't download your model and change it. I just edited your picture in Photoshop. You'll have to do the editing yourself. And you might need to learn how to do decent uvwmapping to get those textures in appropriately.

Oh well, that's not a disappointment at all. Any nationality is fine by me.

Nice nose.
Make sure you have the cranium all in one smoothing group so you don't have those different shadows.
Smoothing groups could also help you define those cheekbones better.
I like your progress.
