Okay I was thinking about downloading Cell and I go to the addons section of the SVN thing then I copied the URL because I thought that I need to use Tortoise to download it but after 1 hour, nothing is downloaded. Help please?

Not sure, I just tried the same URL, and it worked fine for me...
It could be your internet connection speed affecting it possibly, because it is a 41mb file, not sure what your connection speed is though.
Also, did you make sure to set it to fully recursive?
When you click the SVN Checkout button, you should have your settings look something like the following for best results.
